 SML teaches NHTSA standard master radar and laser instructor and operator certification classes here and abroad. Master Instructor graduates are authorized to teach Operator Certification classes within their agency. The curriculum is based on Law Enforcement Services instructional training manual Understanding Police Traffic Radar & Laser which exceeds NHTSA recommendations. Significant emphasis is placed on field experience of students with all, new laser and radar systems from all manufacturers. Instruction is divided in field and classroom activities.
Court cases have ruled extensive training is required to operate radar and laser speed assessment systems and a California municipal judge ruled classes must comply with NHTSA recommended 24 hours of classroom instruction followed by 16 hours of field experience.
The court further ruled such training and certification may not be conducted by manufacturer’s representatives (Municipal Court of California, County of Sacramento, case nos. 887092, DP44339, DP54571). Special emphasis is placed on current and past court rulings on the use and application of radar and laser guns. Students are instructed on mistakes by radar and laser systems and how to recognize them. Considerable time is spent in field evaluations of establishing valid visual tracking history. Students are required to estimate distances at which courts have ruled admissible when radar and laser guns are used. Federal requirements of recertification of equipment and recertification of operators are covered. Students are required to testify in mock court settings and presented with questions posed by defense attorneys.
Before and after performance is obtained with a 100 question final examination. Students are required to present to the class their choice of subject topics. Such presentations are part of final student scores. SML has traveled to Brazil, Columbia, China, Korea, Canada in providing instruction in these countries. Post instruction evaluations of instruction have maintained a 98% positive response rate among students. Students are provided wall and billfold certificates upon graduation.
